Proposed DIFFERENT top level project DB page.

I've been noticing lately that I have been distracted by all the
projects in the database that are inactive. I.E. those with status
"Completed" or "Terminated".
Miki has cooked up a different top level project DB page that selects
all projects that are NOT completed or terminated, with a little link at
the bottom to go to a page that shows all terminated and completed
projects.
I propose that this new top level page be made the default page people see.
