Bug in project leader set/delete code.

It is possible to create a project leader ending with a space.
This project leader will not match anyone's uname.
It is not possible to use the DELETE project leader command to delete
that project leader.
Currrently, as a work-around so wdc can get work done, there is a "wdc"
and "wdc " team leader of the Athena Login Library project. We should
probably clean up this input code if it's not too big a pain to do so.
