I think that category could be useful.  For smaller projects,
a PM might choose to leave the few issues classified as
GENERAL, for example.  For large projects, it might make the PM's
life easier if they can sort out VENDOR issues from MIT
INFRASTRUCTURE issues, from DESIGN issues, etc.  So, I would
leave the field, but let the PM use good judgment to classify
things as appropriate.
