Personally, I don't think we know yet what the right set of categories
for the issues is. So I'd recommend that we make this a freeform field
if feasible, and at a later date we can either restrict it to a specific
set or put up a recommended set (with the possibility that the user might
still have to use a custom set for this project).
In short -- I recommend freeform now. I.e., don't restrict the categories
until we know what they should be.
