Arachne was changed today (April 23) to enable all IS people to add projects:
1. Anybody could add projects provided they appear in the is_people table.
The table is not yet fully populated. I am waiting for Bill Cattey to provide
me with the full list.
2. People who are not process or practice directors create projects with the
process set to NONE, the practice set to NONE and themselves as team leaders.
3. When we display all the projects, we have two lists, one of projects with
with a process and the other with projects without a process (process = NONE).
4. The directors can modify any project; the team leaders can modify their
own project.
