As a course 6 major, it is my duty to propose the obvious nerd
solution:
For each ballot question, starting with number 8 as the MSB,
assign a bit of the ballot byte to be 1 for "yes", 0 for "no". For
example, if it is yes on 8, 6, and 4, then you get 10101000. In
decimal, this is 168. This number then becomes the "liberty number".
