	This is a point people often forget. Having a democracy does
not guarantee that the state will respect human rights. The mob can be
just as bad as a dictator. That is why the Constitution places limits
on the power of state. In fact, the original writers of the
Constitution were more concerned with limiting the power of the
government and its responsiveness to the people than with promoting
democracy. They were more concerned with the state abusing its power
than not having enough power.
