Its up to the owners of property what they do with the property.
If you owned the street and you didn't like what the KKK was
doing, you could remove them. Unfortunatelly, some idiot let the
government own the streets, and the government is (fortunatelly) bound
by the first amendment. In an efficient world, the street outside of your
home would be the private property of the home owners who could then
maintain it and give people permission to use it. If they were unhappy
with what the KKK said, they could boot it off of their land.
