Often the matter is contractual.  The city signs ridiculously binding
contracts with bureaucrats and most public works unions (wouldn't
want the mayor to seem "anti-union" now would we).  Thus, when the 
cruch times come, they can fire/eliminate based on who can legally
be removed (or they go into receivership like Chelsea).

P.S.  One example of such incredible deals is in Sommerville, where the
trash collectors get paid "overtime" for any work they do after the
morning trash pick-up is done at 10 am.  The mayor said he hated the
contract, thought whoever did it was stupid, but has to live by
it legally until it runs out.  This was on Ch56 news a month or so ago.
