I heard someone (maybe a Lib candidate many years back) mention an idea whereby
an oil company could buy a highway, and rather than setting up toll booths (which
would annoy customers and cost money to run anyway), they would only allow their
own gas stations on the road. If they charged too much, people would simply take
another road (like how you can choose to take route 2 or 9 instead of the Pike).
Perhaps restrictive covenants could be used to keep one company from getting all
the roads between two points.
