My guess is that at least in any new roads being created, and probably
in any existing roads which were privatized, residential streets would
be bought and managed by groups of residents, in much the same way
that the common areas of a condo are managed by the condo-owners.

End results:

(1) the managers have self interest to make the road work well.
(2) the road won't always ( in the real world ) be managed exactly the
way everyone living on it would hope for.
(3) but it would still be managed as much more to the liking of the
average resident than a comparable road under the existing system.
