What incentive does the government have to maintain the road?
The only people in the city that the voters can punish at the ballot
box are the councilmen, and they usually win or lose because of
political connections and savvy, not their ability to fix the
roads. They can always blame it on the weather, other council members,
red tape, everything but themselves. With a company, you can just use
a different road. Thus, the company will have an incentive to keep it
in good condition.

Exactly. A company with a road that was straight and flat,
like in Kansas, could raise the speed limit to 80 MPH. :-)
