Did anyone see the Frontline that aired a couple of nights ago?
I came in halfway and missed the lead in, but the whole thing was
about the incredible beauracracy in the USDA, including the
Rural Electrification Admin., the Forest Service (budget under
interior, control under agriculture), and the "wall" of interests
that no Ag. Secretary has been able to get over. They even
hinted that Sec. Espy might have had his troubles as a result
of trying to cut down the massive waste (his efforts were part
of the Al Gore "reinvent gov't" program). They didn't claim
conspricacy, but rather suggested that people started looking at
all of his dealings more closely in a sort of tit for tat kind
of thing. Espy has since resigned.
There were several quotes of former Ag. Secs. who said very
ominously that the "wall" is just too high for anyone to overcome.
Just goes to show you that you can get lots of good info from
Frontline, despite its somewhat liberal leanings. Anyone have
a tape of this show?

P.S. There were also several quotes from state reps saying very
plainly that there job is to get as much govt money as they can
or they will be turned out of office.
