One option (of dubious practicality, but worth discussing for
entertainment's sake, if nothing else ) is to allow the formation of
non-government controlled (but perhaps....perhaps...government
regulated ) expeditionary bodies. Volunteers from the US, Haiti,
Mexico, Germany, etc. could join a one-shot "Haiti Liberation Army".
This would be cross between the French Foreign Legion and the foreign
volunteerism often seen in regular wars (Canadians joining the US Army
during Vietnam, Americans flying fighters for England in the early
days of WWII). If anyone has read the SF novel _First Citizen_, they
will know where I cribbed this idea from.
So...how many Americans and other nationals could be expected to join
the Haiti Liberation Army? How would they be equipped? Might GM
donate or sell under cost some Humvees for arms-market advertising
purposes? Might Colt or Quality Parts/Bushmaster sell M-16's cheaply?
What happens when the volunteers start to lose? What happens when
they kill some innocent civilians? What happens when the UN objects,
because it sees this as a challenge to the monopoly of force enjoyed
only by itself and "acredditted" nations?
Like I said, this is of dubious practicality... ;)
