Yes, if I also move the time->string and string->time functions...
I just compiled a version for which the only thing left in the kadm
conversion routines is the flags->string and string->flags.  Those are
certainly kadm specific (or at least kdb specific), so I would not want
to move those.

Once I have closure this is the right solution, I will be ready to check
in a LOT of changes to complete the multiple encryption type support
(actually, I still have a couple of changes to do -- function prototypes
in krb5.hin, but other than that, it is done).
