From an initial code browse, it appears that the decoders will deal
with BER.  For starters, the code to decode length fields will
properlly tolerate zero-padding.  I'm not sure about the rest... I'll
have to get a copy of the ASN.1 spec to really double-check.  Harry
has left for the summer, and I have no clue what sort of net access he
has in the meanwhile, so it might be difficult to ask him outright how
these decoders work.
