I have always been assuming that the error code values seen in an
application may differ from those seen in another application, and when
sent over the wire either (a) the applications themselves define error
codes of some sort or (b) the applications only send kerberos protocol
errors as defined in the protocol spec (aka draft RFC).
this is essentially your solution (1).
