new VAX, MIPS trees built from scratch

I built a new VAX tree from scratch today (using widened prototypes,
so things compiled with cc should link and work fine with these libraries).
It's currently in /mit/krb5/build/vax_bsd43.new, the old one's still in
.../vax_bsd43.
A new PMAX tree is in /mit/krb5/build/pmax_ul3/ (the old one is in
.../pmax_ul3.old).
Both new trees have the updated CRC-32 code.
Sometime in the very near future we should swap the old & new VAX trees.
