Unfortunately, no one has "gnawed" on V5 to produce a Bones release.
Also, the crypto laws have changed since V4.

PGP proved that it is possible. Of course, now that someone actually
went and scanned the thing in proved that people _are_ willing to do
it, so it might be harder to get an export license :-)
