I believe Cygnus retained some lawyers who wrote some (what I thought
were very conservative) guidelines and opinions about what was
acceptable and what wasn't when Cygnus did their European version of
Kerbnet based on V4 "Bones".  

With the understanding that Cygnus wouldn't be providing legal advice,
and no one is to hold Cygnus liable for any damages caused by looking at
said legal opinions (which may also not necessary be current, etc.,
etc., etc.), would Cygnus be willing to share what their lawyer's legal
opinions were?
