Fair enough.  I suspect Jeff got confused between OTC and one of the
other time systems used for navigational purposes.

However, this still leaves us with the problem that the ASN.1 definition
of UTC Time says that 60 isn't a legal value for the seconds field; ISO
8824 says quite explicitly that the seconds field most be between 00 and
59.
