Woe! The whole point of the release branch was to keep the
main line open for development;
it's silly to assume that it was ever inappropriate to check stuff in
there, except while a merge was directly inrpogress.
Well, in practice almost nothing got checked into the mainline during
the release process, and at least some people thought that you
shouldn't. Yes, you are correct, though.
