It will be a requirement for using libverto in client-facing
functionality.  And, of course, a requirement for "selling" libverto to
any library with aspirations of working on Windows.

For the purposes of immediate plans (which are limited to the KDC), we
don't need a Windows port of libverto, but we also don't necessarily
want to promise functionality that won't work on Windows.
