If the chosen lang tag is not important, then the extension can be
simplified considerably:

1. A new error code KADM5_PASS_Q_GENERIC.
2. A new argument to the check method:
   const char **languages: null-terminated list of language tags

If KADM5_PASS_Q_GENERIC is returned, the extended error message is the
module's error text.

I would be happy to add that.
