kadmin's modify_principal supports the -clearpolicy option, which is
how a principal is changed from having a policy to not having a
policy. Two doc bugs:
(1) modify_principal's usage message does not mention the option
(2) kadmin.8 does not mention the option
I'll fix the first, I guess Jeff will fix the second.
