can't make telnet/d work

I cannot get the telnet and telnetd in the krb5 tree to give me
anything but "Authorization failed." I've traced through telnetd some
and it appears that telnet is sending is invalid, unknown, or "no
authentication" auth mode. However, if I toggle options before
opening the connection, it claims to sending kerberos_v4.
Is it possible I built it wrong?
