in practice, people *do* notice the factor-of-12 overhead on rlogin
even over 28.8 modem lines, running CSLIP... keystrokes go from 6+1
bytes to 6+12, and that hurts. (Nothing to do with the machine speed,
just the comm overhead.)  

Note also that if we're going to do encryption at this level, we
really *ought* to do compression above it too. Zlib is "really free",
making this practical. (None of this should go in beta7 of course.
Frankly, *no* work should go into r* but instead we should work on
saving the world through telnet extensions...)
