as barry has pointed out, such a tool already exists.  maybe steve
dorner would be happier if we renamed gmake to wconfig?

I'll repeat what I said before, louder.  I AM WILLING TO NOT USE
EXPAND, AND ONLY USE STANDARD GMAKE SYNTAX.  There.
