	While I certainly support redesigning the build system, and
that is what implementing Tom's suggestion involves, , I will point
out that it is a great deal of work;  as many directories depend on
being able to insert things into Makefiles from configure.in.

	In particular, dealing with the shared libraries will be
particularly problematic.  

	I hope that whoever does the build redesign does so on a
branch, as things will be broken for a significant period of time.
Also, it's something that should be tested on all platforms; it would
be annoying to be unable to build Kerberos simply because the build
system was in transtition.

	I realize these points are obvious, but there were weeks last
summer while Paul was frobbing Makefiles, where I could get nothing
done on some platforms.  I hope the same doesn't happen this summer.
