I have moved the specs tree from /mit/krb5/doc/specs to
/mit/krbdev/doc/specs. These files are not under CVS. Most of them
(probably all the latex files) are under RCS. I think that the specs
probably should be in the CVS tree but I'm not sure and I don't know
how to do that yet, so it was easier just to copy the directory.
