http://www.swcp.com/~iacr/proceedings/alldata.html has a bibliography
of much of the proceedings of the CRYPTO and EUROCRYPT conferences,
and pseudo-random sequences appear several times.  We spend enough
time in front of computers; someone could spend a few hours in a
library.  Unfortunately, the papers themselves don't seem to be
available on the net.

There are other cryptographers who are more closely affiliated with
the IETF, but this is certainly the right idea.  Of course, there's no
reason not to ask them.  Rivest already has one RFC, so he's not
ignorant of the organization.
