The copyright page in the texinfo files is currently not set
up as its own node. This means that the copyright information
precedes the main menu, so that someone reading the documentation has
to page down a few times in order to actually reach the top level
menu. This format is rather contrary to most other texinfo format
documentation.
I propose that we make the copyright information on its own
node in the .info files, following the usual texinfo conventions.
