KADM5 should not require a stash file to exist; it should prompt for a
password if instructed to do so (it will not do so automatically, but
then I don't think any krb program ever did). If any kadm5 program
that touches the database does require a stash file, it should be a
trivial thing to fix it (because the server-side libraries already
support the functionality).
