make -k is not working properly

	If one directory fails, then later directories are not tried.
This means that util fails to build, lib is not built, for example.  I
believe that this stems from a change made by Cygnus to remove some
Ultrix cruft.  I will deal with this after I deal with checking out my
ksu changes on all platforms.
