why?  because we goofed.  new-telnet is a newer version from folks at
Cray which we haven't massaged into proper V5 form yet (it also has some
unsavory protocol things that we intend to fix).

I've already noted the need to fix this in MIT's working list of things
to fix.

	Why is there an appl/telnet and an appl/new-telnet in the source tree?
new-telnet is not mentioned in doc/SOURCE-TREE but is mentioned in
doc/TREE-GRAPH.
