This seems fairly mindless, from a Canadian perspective.  Why not just
publish the interface definitions and let the foreign customers link
in their own conforming DES routines - since, as is common knowledge,
absolutely every foreign programmer with any interest at all in the
subject already *has* a DES routine to plug in or adapt.  From the
sound of it the US State/Commerce Departments have improved to the
point that now they're only *five* years behind the times!
