Trouble with Krb4 Telnet/Telnetd

I am having some trouble with Cygnus' kerb 4 telnet stuff on one
particular host. (zoiks... a jixed host) ie: I have done this stuff
with other hosts and succeeded.
I have created the rcmd.host, and also created the krb-srvtab on
the host. I have checked and double checked that the key version
numbers and password string are the same.
This is what I get when I try the telnet client:
Connected to host.
Escape character is '^]'.
[ Trying KERBEROS4 ... ]
[ Kerberos V4 refuses authentication because user is not authorized ]

Can someone give me a hint as what the above error message
might mean?
