I disagree. If you're looking for bones (no encryption) then authentication
only will do (no -x to rlogin, etc.) for you. I know that OpenVision will
ship you such a version  (with programming libraries) with no delays for
most countries. The same goes for weaker encryption algorithms. If you want
full encryption and aren't a US company or sub then that will take longer as
you suggest. I would be surprised if Cybersafe and others couldn't do the
same thing.
