Sorry, it's encryption software that the USA government prohibits transferring
outside the USA or Canada.  It appears that MIT doesn't allow anon-ftp 
connections to that area from non-USA addresses.  

It appears you can get a version without the encryption code from
<URL:ftp://ftp.cray.com/src/telnet/telnet.95.10.23.NE.tar.Z>.  I do not
know if there is a source for encryption diffs to this telnet outside 
the USA.
