kerberos 4problems

Hello..
           We are a internet service provider using kerberos 4 in our 
authentication server. We have  currently 12000 subscribers and more than 
450 access ports. We are using a Alpha DEC 7600 as our kerberos server 
running OSF/1 v3.2 .

           We have DEC terminal servers which will pass the 
username to the kerberos server to issue a ticket to the user. The 
problem occurs during our peak period where there are many users 
logging in to us. 

           The error message on our terminal server :
"Authentication failed, timed out". The kerberos log during the 
peak period show tickets are issue at the rate of 20 per second. 
When a 'kinit' was done during that period, the error meassage was "Retry 
count exceeded (send_to_kdc)"

            Questions:
    1) Is the kerberos breaking out when the database reached 10000 ?
    2) Is there network congestion ?       
    3) If not, what are the possible causes ? 
    4) Is there a way to remedy the situation ?
