Umm, there is *no* file named cbc_noop.c in the Cygnus Network
Security Version 4 package. (The cbc code is in lib/des/f_cbc.c)
Also, CNS/V4 compiles out of the box on OSF/1 (well, you may need one
patch to get rid of a declaration of gethostid in one of the header
files.) It really sounds like you've got some other source
code. Please send more details...
