   Anybody know where I can find some public domain code that I can hook into  
   Kerberos that will check the strength of passwords that users pick?

There's one built in the last Kerberos V4 release from MIT.
Unfortunately, it relies on the existence of an extensive password
dictionary which I don't have permission to redistribute.  (Hint: a
large number of the words on that dictionary were generating by
collecting USENET articles for a six month period; this way, you get
common mispellings, too.  :-)
