Producing new files from the files in the distribution as part of the build
process does not, in my book, count as "changing files" in the distribution.
The Krb5 "configure" step is completely automated; it's a part of the build
just like "make" or "gcc" is. It doesn't modify files in the distribution, it
produces new files (e.g., "Makefile" from "Makefile.in").
