Try the appl/gss-sample directory in the MIT Kerberos 5 beta 4 patchlevel 3
distribution.

I'm no lawyer, but my guess would be that there's nothing wrong with exporting
a GSS-API application which doesn't actually have any encryption code in it --
all it has is calls to GSS-API routines, which may or may not do encryption.
