Rex,
Our DECathena (Kerberos v4) product provides the functionality which you 
mention.  The product is approved for export and, since your organization 
is a university, you can very likely get the software without having to 
pay any additional software license fee - if you subscribe to Digital's 
CSLG program.  

password security administration features provided:
 - password minimum length, set by administrator
 - password selection validation against a dictionary you compile
 - password re-use detection
 - password aging and expiration
