This still isn't quite enough to let me figure out where in the build it
is -- what directory is nmake in?
(I was wrong earlier when I said that only two places in the tree used it,
since it's in the win-win-post rules.)

Okay.

I note that the
    char filepath[256];
is pretty suspicious -- are you building in a directory with a long-ish
full path?
