Commercial or exportable version of Kerberos available?

We wish to find a version of kerberos that can be imported into
Australia. It seems that there is little happening with a
bones version for version 5 of the protocol.
Is there a commercial organisation that supports and sells Kerberos
that has crippled the DES?
This enquiry follows an approach to our research centre from our
local city council, who wish to set up Kerberos.
