Yes, it seems pretty linear.
~25,000 principals has an apparent size of:

   -rw-------  1 root     715271168 Jul 22 19:19 principal.pag

and an actual size of (in KB):

   root@kerberos-1> du -s principal.pag
   25608   principal.pag
