Basically, if you provide a --with-krb4=krb4dir, various programs
which can be compiled with Kerberos V4 backwards compatibility will
have that compatibility enabled.  If you do not specify the option,
then backwards compatibility will not get built.  The krb4 libraries
will get searched for in krb4dir/lib when the programs with backwards
compatibility get linked.  Right now it is unfortunately a requirement
that you have an installed krb4 distribution before you can build the
backwards compatibility options, but hopefully the relevant subset of
the krb4 libraries will be folded into the release at some future
time.
