It sounds like you have a version of login that doesn't take command-line
options, but you haven't compiled with -DNO_LOGIN_F -DNO_LOGIN_P
-DNO_LOGIN_H.
To login without a password, you'll need some equivalent of
login -f user
which forces a login without a password.
The relevant source code is in telnetd/sys_term.c
